Zovko proposed to give more visibility to IPA III in candidate countries

The committee on foreign affairs voted in favour of the draft report on the proposal for a regulation of the European Parliament and of the Council establishing the Instrument for Pre-accession Assistance (IPA III). IPA is the main financial instrument supporting reforms in the candidate and potential candidate countries, i.e. the six Western Balkan countries and Turkey, in order to prepare the beneficiaries for the obligations of the EU membership. After having evaluated the two first editions of the financial framework, the EU institutions are working on an improved third edition for the period of 2021-2027.

The EU relations with the Western Balkans have always been a topic of high importance for Member of the European Parliament Željana Zovko. Therefore, she took the opportunity to amend the text of the draft report of the EU Parliament on IPA III to recommend a more efficient financial framework that benefits both the EU and the candidate countries.

Her amendments focus on the prioritisation of EU funding in areas such as security and institution building to protect the candidate countries from non-EU influences. This increased protection will also be beneficial in the prevention of possible future illegal migratory flows. In addition, Ms. Zovko proposed to communicate more on the financial programme within the EU as well as in the candidate countries and to give it more visibility as EU’s main instrument for peace and stability in the enlargement area.

After the approval of the committee on foreign affairs, a debate and final vote will follow in the plenary session of the European Parliament in the first half of March 2019.
