Adoption in the AFET committee of amendments proposed by Zovko on the report on Bosnia and Herzegovina

Brussels, 4 June 2025

Member of the European Parliament and member of the committee on foreign affairs (AFET) Željana Zovko successfully integrated amendments to the report on Bosnia and Herzegovina that was voted in the AFET committee today.

Zovko successfully included amendments calling for equality of the three constituent peoples in BiH and the non-discrimination for all citizens, including constituent peoples, regardless of ethnic, religious, or other affiliation.

Other amendments that were proposed by Zovko and that were adopted in the AFET committee are related to the necessary changes to the constitution and the electoral law to align them with the European Convention on Human Rights and to implement relevant rulings of the Constitutional Court of Bosnia and Herzegovina and the European Court of Human Rights rulings to eliminate all forms of inequality and discrimination in the electoral process.

Moreover, the AFET committee integrated an amendment calling on the Council of ministers and the cantons of BiH to unblock the adoption of the Reform Agenda in order to allow BiH to have access to the funds of the Reform and Growth Facility for the Western Balkans.

Zovko also introduced an amendment calling on a swift appointment of IPA III coordinator and calling for better absorption of IPA III funds in BiH, including at local and regional levels.

Other amendments proposed by Zovko were adopted on the importance of protecting the cultural and linguistic expressions of all minorities in BiH and the right to education in a mother tongue.

The AFET committee also approved Zovko’s amendment calling for pluralism in public media throughout the territory of BiH, including equal representation of all minorities.

As former rapporteur of the report on preventive diplomacy in the last mandate, Zovko also successfully included an amendment on the importance of preventive diplomacy in Bosnia and Herzegovina and calling on the External Action Service (EEAS) to strengthen skills development among staff to improve the EU’s understanding of the local historical, cultural and religious contexts.

All of the key amendments were co-signed by the HDZ Croatian delegation in the European Parliament.

Let us remind you that Zovko has been a member of the AFET committee for the third consecutive mandate and recently participated in the NATO Parliamentary Assembly spring session in Dayton. She strongly advocates for resorting to preventive diplomacy in BiH to address the injustice that the Croat community is facing with the current electoral law. Zovko consistently emphasises that the Croat community is deprived of its right to choose a member of the presidency and to be equally represented at state level in accordance with the Dayton-Paris peace agreement spirit.
