Today, the European Parliament adopted the report regarding the Neighbourhood, Development and International Cooperation Instrument (NDICI). The proposed instrument falls under the Multiannual Financial Framework 2021-2027 (MFF) and envisages bringing together nine separate instruments and funds, as well as part of the European Development Fund (EDF), which is currently outside the MFF.
The Regulation also puts the European Development Fund – the main Instrument for providing development aid to African, Caribbean and Pacific (ACP) countries and to overseas countries and territories – under the EU budget which until now, has been financed by Member State contributions. It additionally reinforces the financial allocations for the creation of a Pan-African Programme to address the challenges of the African continent as a whole.
MEP Željana Zovko, who works mainly on the EU external policy and development issues, has been rapporteur of the opinion of the Committee on Development to the Budget Committee. She reacts satisfied on the result of the vote. “With the Neighbourhood, Development and International Cooperation Instrument, we can promote our unique European competence to act effectively together even better.”
